Keeping troubled kids off the streets is near impossible...unless you know how to motivate and interest them at the same time...incentivised rock collecting puts bread on the table for kids who would otherwise fall through the cracks and keeps them supervised as best...preventing that they fall through the cracks and helping them to see a future for themselves.
